Maui Planning Commission voted to recommend denying hotel-zoning exemptions for 43 of 48 apartment-zoned vacation rental properties seeking relief from Bill 9 phase-out (adopted Dec 2025). Only 5 properties (397 units) approved for exemption: Hale Kaanapali, Kuau Plaza, Maui Schooner, Hono Koa, Hana Kai. Rejected properties include Kamaole Sands (440 units), Papakea (364 units), and a 404-unit Wai
